Does it include the overflow tube as well for that port at the top?

The replacement collection cup only comes with the cup and cover and not the overflow tube.

Can you attach a co2 scrubber line to the port at the top of the collection cup?

You will want to add the CO2 Scubber line to the venturi air intake of the skimmer and not to the collection cup.
