Is the Syncra Silent 0.5 pump compatible with the IceCap backup V3?

Thanks for the question! The only pumps that are compatible with this battery back up are:

Maxspect Gyre Pumps (All Models)
IceCap Gyre Pumps including the IceCap Dual Pump WiFi Controller (HYDROS WaveEngine will require this adapter)
Reef Octopus Octo Pulse Pumps (All Models)

will this pump fit into a JBJ nano 28g tank. want to replace both stock return pumps.

Great question!
The dimensions of the pump are 3.5" x 1.9" x 2.8" You will want to ensure your tank has this area in the back compartment however on the JBJ28 gallon this should work fine. Feel free to let us know if you have any further questions!
