  If I am buying equipment for a 40 gallon tank, do I need to add the sump capacity to that number, for example if I have a 40 gallon tank and a 20 gallon sump do I order equipment for 60 gallons?

  That is typically the best way to do it! It is more water that needs to be filtered, heated, etc so you want to have the equipment capable of handling the water volume.
