  With an ABS slip X slip bulkhead, will a 3/4" street elbow slip into it, or will I have to use a small piece of 3/4" pipe -> 3/4" elbow?

  The "street" side of the elbow will slide right into the bulkhead. Makes them especially handy for these types of situations.

  Does the bulkhead size denoted first indicate what size pipe it fits? I've got plain-jane 1" ID PVC and need some regular bulkhead fittings. Does this mean I need the 1" bulkhead?

  Good question. The sizes listed are the nominal pipe sizes, so if you have a 1" PVC pipe you would want the 1" bulkhead, 1" elbows, 1" valve, etc.

  Do you just hand tighten the nut to the bulkhead?

  I will be installing a Herbie overflow system on a 40 gallon breeder tank. My question is what size ABS
  bulkheads should I install for the drains 1inch or 1.5inch?

  Bulk Reef Supply Hey John,
  I would suggest the 1". The 1.5" bulkheads would be pretty over-sized for a 40breeder and may make it more difficult to tune the drain.
