It's easy to mix the solutions, using the calculator found on BRS makes it a breeze to figure out how much you dose. If I'm doing a FOWLR setup, is this additive needed/required for that type of tank?

It should not be particularly necessary. You may have an interest in maintaining calcium and alkalinity levels because coralline algae will consume them. Depending on the rate of growth your typical water changes may be sufficient though.

I don't understand why there is 1 Galloon of 2 part Magnesium mix and 3-20 oz of Magnesium.

They are just different sizes for different purposes. 20oz of magnesium solution is what is dosed when you finish a gallon of calcium and alkalinity. The 1g mix of magnesium is for adjusting your magnesium levels outside of the normal two part dosing schedule (like adjusting your salt mix to make sure it matches before doing a water change for example).
The BRS 2 Part Calcium & Alkalinity Starter Package is the easiest way to get started with the 2 Part Solution. The Calcium, Alkalinity, and Magnesium parts each come in pre-portioned pouches that can be quickly added to the included jugs and mixed with RO/DI water. No messing around with measuring cups. This starter package will help maintain Calcium, Alkalinity, and Magnesium parameters in the tank in easy once a day doses. Your corals will be healthier and grow faster. The 2 Part Solution can be automated using peristaltic dosing pumps.
Note: The starter package differs from the total package. The starter package comes with small convenient pre-portioned pouches. The total package is bulk packed containers of the same medias.
